The Review of the Japan-U.S. Joint Statement on the Relocation of U.S. Marine Corps Air Station Futenma

On May 28, both the Japanese and U.S. governments announced in a joint statement, the relocation of U.S. Marine Corps Air Station Futenma to Camp Schwab Henoko area and adjacent waters and the construction of a runway 1,800 meters in length.

This joint statement completely disregards the consensus of the citizens of Okinawa Prefecture in objection to “the relocation within the Prefecture,” and furthermore, is an announcement made without taking the will of the Okinawans into consideration. This is an insult to the spirit of democracy and a mockery toward the people of Okinawa Prefecture which is utterly unacceptable.

On June 23, upon attending the annual memorial service to commemorate all those who perished in the Battle of Okinawa as well as other battles, Prime Minister Kan expressed his “apology and thanks to the base burden shouldered by Okinawa.” The U.S. House of Representatives passed a resolution to express appreciation to the Okinawan people for continuing to host facilities for the U.S. Forces. In addition, on June 29, the U.S. Senate passed a similar resolution. The people of Okinawa have had no choice in shouldering the heavy weight of the bases and now are about to have yet another new base thrust onto the already excessive burden. Those words of thanks have offended the people of Okinawa and have incurred the wrath of public opinion, as they display that the will of the Okinawan people are far from being understood.

The will of the people of Okinawa is to create a safe and peaceful homeland without military bases. This wish has been clearly presented in the repeated resolutions passed by the Okinawa Prefectural Assembly against the relocation of MCAS Futenma within the Prefecture, as well as in the massive rally held on April 25 of this year where more than 90,000 people participated, and in the objections expressed by all of the mayors of municipalities in Okinawa, and finally, in the results of polls conducted by various media outlets.

From the standpoint of protecting the lives, safety and the living environment of the citizens of Okinawa, the Okinawa Prefectural Assembly strongly demands the U.S. Government and its Senate and the U.S. House of Representatives to respond to the will of the Okinawan people with sincerity, and review the Japan-U.S. joint statement.

The above is resolved as stated on this 9thday of July, 2010.
